It all began in the ‘60s and ‘70s in the Eure-et-Loir when the perfume houses Fabergé, Lancaster, Guerlain and Paco Rabanne based their research and production teams in Chartres. This then lead to the creation and setup of countless SMEs working upstream of these famous brand names.
In 1994, the CODEL (Eure-et-Loir Economic Development Committee) founded the Perfume-Cosmetics association that would become Cosmetic Valley in 1998.
The Eure-et-Loir therefore spearheaded Cosmetic Valley through an ambitious development strategy that would enable the association to firstly become an SPL-accredited centre of expertise (2000) before becoming a fully-fledged competitiveness cluster in 2005. |

Cosmetic Valley has since gained worldwide recognition, projecting the image of “Made in France” expertise in terms of perfume and cosmetics.
In a dozen years it has become the world’s leading network of professionals in this industry.
The Eure-et-Loir has in turn become the natural home ground for companies in the perfume or cosmetics business.
The competitiveness cluster strengthens the ties with its firms.
From the cultivation of plants providing natural extracts for cosmetics, to the packaging and shipping of finished products, not forgetting the composition of new juices, plastic injections and bottle dressing, the creation of “new generation” cosmetic formulas, product assessment and inspection, point-of-sale advertising design or logistics… every single one of the clusters in the Perfume/Cosmetics industry has a place here!
The region’s research potential is particularly promising and all sorts of projects are submitted annually as part of the Cosmetic Valley competitiveness cluster.
Every year, the CODEL organises “Les Rencontres de la Cosmetic Valley” which hosts 3 events:
- a Perfume and Cosmetics conference attended by over 300 stakeholders from the industry,
- thematic discussion forums on the challenges they face in their professions,
- business meetings between suppliers and service providers.
