Through the Eurelian Pact, the CODEL provides economic development assistance to all those who daily energise the Eure-et-Loir.
The “Territorial Attractivity” department is the natural expert for local authorities, particularly in such matters as:
- Management and marketing of business parks.
- Requalification of business parks and industrial estates.
- Local economic initiatives.
- Businesses’ real-estate questions, concerning incubators and business start-up centres.
- Local communication.

The CODEL has developed a territorial watch network with the local authorities which allows for round-the-clock:
- updates of the sites and properties available in the Eure-et-Loir, which are promoted in the Eurelian geoportal,
- detection of new setup opportunities.
